In most cases a conservatory does not normally require the benefit of planning permission. Each private residential dwelling normally has a 'permitted development' allowance, which varies according to the type of dwelling, and its location. Normally, a detached or semi-detached dwelling has an allowance of 70 cubic metres and a terraced dwelling has an allowance of 50 cubic metres. Any dwellings within a Conservation Area or Area of Outstanding Natural Beauty have an allowance of only 50 cubic metres. However, there are a number of occasions where consent is required and these include:

  1. A conservatory forward of the front main wall of the dwelling, and this includes the side wall if the dwelling is on a corner plot, if the highway (including a public footpath/bridleway) is within 20 metres.
  2. A conservatory at the rear if there is a highway within 20 metres.
  3. A porch larger than 3 square metres is an area on the front of a dwelling (measured externally).
  4. Any porch if within 2 metres of the front boundary.
  5. If other existing extensions or outhouse/garages within 5 metres of the house, in addition to the conservatory, will exceed the permitted allowance.
  6. Planning permission is required if any part of the structure within 2 metres of a boundary exceeds 4 metres in height/
  7. Flats have no permitted development rights and any conservatory required needs planning permission.
  8. In some cases, 'permitted development' rights have been removed by planning condition, and consent is required for any conservatory or extension.
  9. Any building incorporating a business use, requires planning permission for any conservatory or extension.
  10. Any listed building needs Listing Building Consent for a conservatory or extension.

Are there any height or width restrictions preventing or making difficult construction? Consider access for skips, wheelbarrows, concrete delivery, conservatory components including frames, glass, bar length components up to 5m long, welded sill?  
Will construction involve crossing any public or neighbours  path, garden wall, hedge?  
Is there  access to a power and water supply for construction work?  
CONDITION OF EXISTING PROPERTY
 
Is a cavity tray required above the conservatory roof?  
Is a vertical DPC required between the house and the conservatory frames  
If installing on a bungalow is the roofing felt over the projecting eaves adjacent to the proposed conservatory in sound condition.  
Is the house sufficiently out of plumb to require any allowance in the design of the conservatory?  
HEIGHT RESTRICTIONS
 
Is the conservatory fitting against a flat wall to limited height, e.g.: bedroom window?  
Is the conservatory fitting against a bungalow on to the fascia?  
OBSTRUCTION WALLS
 
Are there any pipes to be moved?  
Are there any pipes to be catered for in design of the conservatory?  
FINISH ON WALLS
 
Are there any existing air bricks to be catered for?  
Are there any flues obstructing or adjacent to the proposed conservatory?  
OBSTRUCTIONS - BASE
 
Are there any existing underground drainage pipes to be built over?  
Are there any existing underground drainage pipes to be moved?  
Is there an existing manhole to be moved?  
Is there an existing manhole to be raised and fitted with a sealed cover?  
Is there an existing gulley to be moved?  
Is the conservatory rainwater to discharge in to an existing gulley?  
Is a new gulley required? (Connected to existing system or to a soakaway)  
Is the site sloping requiring extra height to the basework?  
Is the site sloping requiring excavation and a retaining wall to construct the conservatory?  
Is the proposed level of the conservatory floor the same level as the house floor level?  
Will the difference in height between the conservatory floor level and ground level require steps?
